Chester Borough is a borough in Morris County, New Jersey, United States. As of the 2010 United States Census, the borough's population was 1,649, reflecting an increase of 14 (+0.9%) from the 1,635 counted in the 2000 Census. The borough is completely surrounded by Chester Township. making it part of 21 pairs of "doughnut towns" in the state, where one municipality entirely surrounds another. In 2010, Forbes ranked Chester at 321st in its listing of "America's Most Expensive ZIP Codes," with a median home price of $823,691. The Borough of Chester was incorporated by an act of the New Jersey Legislature on April 3, 1930, based on the results of a referendum held on April 25, 1930. It is today a separate municipality surrounded entirely by Chester township. The name of the borough is derived from the township, which was named for Chestershire in England. According to the U.S. Census Bureau, the Borough had a total area of 1.59 square miles (4.13 km²), including 1.12 km² of land and 0.01 square miles of water (0.13%) of land. The racial makeup was 90.78% (1,497) White, 1,49% (8) Native American, 2.30% (38) Asian, 0.00% (0) Pacific Islander, 3.21% (53) from other races, and 2.18% (36) from two or more races. Hispanic or Latino of any race were 13.46% (222) of the population.
History
Chester Township was established as a separate political entity on April 1, 1799. The Borough of Chester was incorporated by an act of the New Jersey Legislature on April 3, 1930, based on the results of a referendum held on April 25, 1930. The borough's name is derived from the township, which was named for Chestershire in England. It is today a separate municipality surrounded entirely by Chester Township. The city of Chester is located in the northern part of the state, on the shore of the Hackensack River. It was the site of the Battle of Trenton, which took place in 1791. The town of Chester has a population of about 2,000. It has been home to the U.S. Army's 7th Infantry Division since 1864. It also hosted the World War II-era Battle of the Bulge, which ended in 1945. The Battle of Gettysburg was fought from 1871 to 1874. It took place near the town's downtown area, which is now known as "Chester" The town's name comes from the name of Chester, England, where the town was once located. The word Chester means "peaceful" or "calm" in English, and the word "chester" means "home" in French. The name of the town, Chester, is also used to refer to the town of the same name. It has an area of 0.01 square miles, or 0.13% of its total area, including 1.60 square miles of land and 0.01 sq miles of water (0.13%). The borough's population is 1,856, or 1.7% of the total population of New Jersey. Its area of land is 4.12 km², and its area of water is 0.03 square miles. It also has a total of 2.2 sq miles (3.2 km²), or 1% of Its total area is water. The town's population was 1,638 at the 2010 Census. Its population of 2,876 was the highest in the borough since it was founded in 1881. It had a population increase of 1% from 2000 to 2010. The population of Chester Township has increased by 1% since the 1990s, to 2,068. The Borough's population has declined by 2% since 2000, to 1,861. It was the first borough in the county to have a population above 1,800.
Demographics
As of the 2000 United States Census there were 1,635 people, 609 households, and 426 families residing in the borough. The median household income was $86,705 (with a margin of error of +/ $12,175) and the median family Income was $133,250 (+/ $8,752) The racial makeup of the borough was 94.68% White, 0.80% African American, 1.71% Asian, 2.02% from other races, and 0. 80% from two or more races. Hispanic or Latino of any race were 6.85% of the population. The borough has a population of 1,649 people, with 647 housing units at an average density of 406.0 per square mile (156.8/km²) The median income for a household was $106,398, and for a family was $260,260. The per capita income for the borough is $48,565. About none of families and 2.7% of people were below the poverty line, including none of those under age 18 and 10.5% of those age 65 or over. For every 100 females ages 18 and over there were 96.4 males. The average household size was 2.65 and the average family size was 3.17. Parks and recreation
Chester was named one of the top ten most beautiful towns in New Jersey in 2016. There are various recreational state parks, such as Hacklebarney State Park and Black River County Park. Willowwood Arboretum, operated by the Morris County Park Commission, covers 131 acres (53 ha) of gardens, meadows and walking / hiking trails. The town of Chester is home to the Nathan Cooper Gristmill, which is a popular tourist site. It is located on the banks of the Black River, a tributary of the Passaic River, which runs through the town. The city is also known for its beautiful beaches, which are popular with surfers and kayakers. It has a reputation for being a great place for hiking and camping, especially in the fall and winter. Government
Chester is governed under the Borough form of New Jersey municipal government, which is used in 218 municipalities (of the 564) statewide. The Mayor is elected directly by the voters to a four-year term of office. The Borough Council is comprised of six members elected to serve three-year terms on a staggered basis, with two seats coming up for election each year in a 3-year cycle. Chester Borough is located in the 7th Congressional District and is part of the 25th state legislative district. Chester is represented in the United States Senate by Democrats Cory Booker (New Jersey) and Bob Menendez (Harrison) and in the New Jersey General Assembly by Democrats Tom Malinowski (D) and Boonton Bonton (R), as of November 11, 2013. Chester's mayor is Republican Janet G. Hoven; the Borough Council's members are Republican Karen L. Ferrone, Russell Goodwin, Elizabeth Gugliemini, Christopher K. Heil, Kyle J. Holman, Gary W. Marshuetz, and Democrat Christopher B. Boon. Chester split from Chester Township in 1930 over the creation of sewer and water infrastructure in the more densely settled center of the municipality. Since that time rural Chester Township has relied upon individual private wells for water and septic systems for wastewater treatment while the Borough is primarily, although not entirely, served by public Sewer and water. In 2007, New Jersey Governor Jon Corzine created incentives for small towns of less than 10,000 inhabitants to combine with other cities.
Houses of worship
The First Congregational Church, at 30 Hillside Road, has been active since 1740. Grace Bible Chapel, located at 100 Oakdale Road in Chester, is a non-denominational fellowship of evangelical Christians. This historic church building is listed on the National Register of Historic Places. It is located on the corner of Oakdale and Hillside Roads in Chester. It was built in 1740 and has been a church since then. The church is now part of the First Baptist Church of Chester, which was founded in 1739. The district's board of education is comprised of nine members who are elected directly by voters to serve three-year terms of office on a staggered basis. The high school is part of the West Morris Regional High School District, which also serves students from Washington Township, who attend West Morris Central High School. As a consolidated school district, all residents in the two constituent municipalities vote for board ofEducation members who represent the entire district, not just the municipality in which they reside. Students in public school for ninth through twelfth grades in both communities attend West. Morris Mendham High School, which serves students in the surrounding Morris County school districts of Chester Borough, Chester Township, Mendham Borough and Mendham Township. The school is located on County Route 510 (North Road) in Chester Borough; Black River Middle School is on County. Route 513 (North road), north of Chester borough. As of the 2010-11 schoolyear, the high school had an enrolling 1,142 students and 91.9 classroom teachers, for aStudentteacher. ratio of 12.4:1 (on a FTE. basis). The school was built in the 1970s and is located in the former town of Mendham, which is now part of West Morris.
Transportation
Chester is located at the point where County Route 513 (also known as old Route 24) and U.S. Route 206 intersect. As of May 2010, the borough had a total of 12.06 miles (19.41 km) of roadways, of which 8.37 miles (13.47 km) were maintained by the municipality and 2.58 miles (4.15 km) by Morris County. NJ Transit local bus service was provided on the MCM4 and MCM5 routes until June 2010, when NJ Transit pulled the subsidy. The borough has a population of 2,856.
